В 2019–2020 гг. в рамках реализации механизма «регуляторной гильотины» пересмотрен или отменён ряд нормативных требований, в том числе касающихся различных видов вод.</p><p>Цель работы — устранение устаревших требований, не соответствующих современным условиям обеспечения санитарно-эпидемиологического благополучия населения в области водопользования.</p></sec><sec><title>Материалы и методы</title><p>Материалы и методы. Материалами исследования в области гигиенического нормирования вод служили санитарные правила и нормы питьевого, хозяйственного и культурно-бытового водопользования, предельно допустимые концентрации (ПДК) и ориентировочные допустимые уровни (ОДУ) химических веществ в воде водных объектов хозяйственно-питьевого и культурно-бытового водопользования.</p></sec><sec><title>Результаты</title><p>Результаты. Утверждены два взаимосвязанных документа: СанПиН 2.1.3684–21 и СанПиН 1.2.3685–21, в которых систематизированы требования к основным видам вод. В пересмотренных и актуализированных документах исключены положения, носящие описательный характер, а также методики и технологии реализации обязательных требований. Отличительным положением гигиенических требований к воде стало использование величины ошибки метода определения веществ при оценке соответствия уровней загрязнения гигиеническим нормативам, из чего следует обязательное требование метрологического обеспечения методов определения.</p></sec><sec><title>Включённые в СанПиН 1</title><p>Включённые в СанПиН 1.2.3685–21 нормативы гармонизированы с учётом международных данных, в том числе ВОЗ, и оценки риска для здоровья. На основе этих подходов в разделе III, касающемся гигиенических нормативов воды, по химическому фактору гармонизирован 21 норматив, из которых изменены 7; добавлены 5 нормативов с учётом рекомендаций ВОЗ, 8 — с учётом рекомендаций ЕС (гормоны и антибиотики), 1 — с учётом рекомендаций ЕСТ, исключено 69 нормативов действующих веществ пестицидов, которые присутствуют в разделе IX, содержащем нормативы пестицидов. Кроме того, в перечень ОДУ включены нормативы 6 новых веществ, которые были рассмотрены и одобрены Комиссией по государственному санитарно-эпидемиологическому нормированию.</p></sec><sec><title>Ограничения исследования</title><p>Ограничения исследования. Ограничения исследования связаны с тем, что изменения и дополнения, внесённые в санитарно-эпидемиологические требования к различным видам вод, не являются исчерпывающими и могут пересматриваться по мере появления нормативов новых веществ, данных о токсичности и опасности нормированных соединений, современных технологий водоподготовки и расширения видов водопользования населения.</p></sec><sec><title>Заключение</title><p>Заключение. Реализация принципов устранения избыточного регулирования и гармонизации нормативов с международными требованиями позволила унифицировать систему гигиенических нормативов для различных видов вод.</p><p>Соблюдение этических стандартов. In 2019–2020 as part of the implementation of the “regulatory guillotine” mechanism, there was revised or canceled a number of regulatory requirements including those related to the rationing of various types of water.</p><p>The purpose of the work was to eliminate outdated requirements that do not meet modern conditions for ensuring sanitary and epidemiological well-being in the field of water use of the population.</p></sec><sec><title>Materials and methods</title><p>Materials and methods. The research materials in the field of hygienic regulation of waters were sanitary rules and norms for drinking, domestic and cultural water use, maximum allowable concentrations (MAC) and approximate permissible levels (APL) of chemicals in the water of water bodies for domestic drinking and cultural water use.</p></sec><sec><title>Results</title><p>Results. There were approved two interrelated documents including SanPiN 2.1.3684-21 and SanPiN 1.2.3685-21, in which the requirements for the main types of water are systematized. The revised and updated documents exclude provisions of a descriptive nature, methods and technologies for implementing mandatory requirements. A distinctive feature of the hygienic requirements for water was the use of the error value of the method for determining substances in assessing the compliance of pollution levels with hygienic standards. Hence, the requirement for metrological support of determination methods is mandatory.</p><p>The standards included in SanPiN 1.2.3685-21 are harmonized considering international data, including WHO, and health risk assessment. On the base of these approaches in section III, concerning water hygiene standards, twenty one standard was harmonized by chemical factor, of which 7 were modified, 5 standards were added considering WHO recommendations, 8 — considering EU recommendations (hormones and antibiotics), 1 — considering recommendations of Uniform sanitary rules of EurAZEU, standards of 69 pesticide active ingredients that are listed in Section IX containing pesticide guidelines were excluded. In addition, the list of APLs includes standards for 9 new substances that were reviewed and approved by the Commission on State Sanitary and Epidemiological Regulation.</p></sec><sec><title>Limitations</title><p>Limitations. The limitations of the study are related to the fact that the changes and additions made to the sanitary and epidemiological requirements for various types of waters are not exhaustive and can be revised as the standards of new substances, data on the toxicity and danger of standardized compounds, modern water treatment technologies and expansion of water uses become available.</p></sec><sec><title>Conclusion</title><p>Conclusion. The implementation of the principles of elimination of excessive regulation and harmonization of standards with international requirements made it possible to unify the system of hygienic standards for various types of water.</p><p>Compliance with ethical standards.
