исследования – обзор и анализ отечественных и зарубежных научных работ, законодательных и нормативно-методических документов, посвящённых исследованию мелкодисперсных частиц РМ10 и РМ2,5 в атмосферном воздухе с позиций их влияния на здоровье населения, управления выбросами со стороны государства. Изучены базы данных WoS, SCOPUS, eLIBRARY, законодательные и нормативно-методические документы, размещённые на сайтах ВОЗ, органов власти Российской Федерации и ряда зарубежных стран. Многочисленные эпидемиологические и лабораторные исследования подтверждают высокую опасность частиц размером менее 10 мкм (РМ10, РМ2,5) для здоровья населения. При этом доказано, что мелкодисперсные фракции являются постоянной составляющей выбросов промышленных источников, объектов энергетики, транспорта. Отечественная методическая база учёта мелкодисперсных пылей в составе выбросов требует развития и совершенствования в части обязательного включения РМ10 и РМ2,5 в расчётные методики состава выбросов, разработки и утверждения методик количественного измерения мелкодисперсных частиц. Наличие расчётных и инструментальных методик установления масс РМ10 и РМ2,5 в выбросах обеспечит корректную инвентаризацию источников и реализацию процесса государственного управления выбросами через установление допустимых нормативов и разработку воздухоохранных мероприятий. Представляется, что учёт РМ10 и РМ2,5 в выбросах обеспечит исчерпывающую оценку достаточности санитарно-защитных зон предприятий и повысит качество системы квотирования выбросов. В этом случае приоритетные вещества будут оцениваться с учётом рисков для здоровья, в который мелкодисперсные частицы нередко вносят весомый вклад.</p><sec><title>Участие авторов</title><p>Участие авторов: Май И.В. – концепция и дизайн исследования, написание текста, редактирование; Загороднов С.Ю. – дизайн исследования, сбор и обработка материала, написание текста; Вайсман Я.И. – обработка материала, редактирование. The materials were searched for in relevant databases including WoS, SCOPUS, eLIBRARY; we also examined legal, regulatory and methodical documents available at web-sites of the WHO, Russian authorities and relevant authorities of several foreign countries.</p><p>Multiple epidemiological and laboratory investigations confirm substantial health hazards posed by particles smaller than 10 µm (РМ10, РМ2.5). There is evidence that fine-dispersed fractions are a persistent component in emissions from industries, energy-producing facilities, and transport. The Russian methodical base for considering fine-dispersed dusts in emissions requires upgrading and improving as regards mandatory РМ10 and РМ2.5 inclusion into methods for identifying emission structures. It is also necessary to develop and approve methods for quantification of fine-dispersed particles in industrial emissions. Access to calculation and instrumental methods for establishing РМ10 and РМ2.5 masses in emissions allows correcting inventories of emission sources and proper state regulation of emissions through establishing safety rations of sufficiency of sanitary protection zones around enterprises. It also allows creating a more qualitative system for setting emission quotas where priority chemicals are identified on the basis of assessed health risks considering substantial contributions often made to them by fine-dispersed particles.</p><sec><title>Contributions</title><p>Contributions: May I.V. – the study concept and design, writing the text, editing; Zagorodnov S.Yu. – the concept and design of the study, the collection and processing of the material, writing the text; Vaisman Ya.I. – processing of the material, editing.
