Valery Nikolaevich Rakitskii
Valery Nikolaevich Rakitskii graduated with honors from the A.A. Bogomolets Kyiv Medical Institute with a degree in General Medicine with qualification as a doctor. From 1973 to 1976, he studied in full-time postgraduate study in the specialty "Hygiene" at the All-Union Scientific Research Institute of Hygiene and Toxicology of Pesticides, Polymer and Plastics of the USSR Ministry of Health. After completing his postgraduate studies, he worked at the above institute from 1976 to 1993, occupying positions: junior researcher (1976-1979); senior researcher (1979–1988); Head of the Laboratory for the toxicological and hygienic screening of new pesticides; and head of the Hygiene department (1988–1993).
In 1978 he defended his Ph.D. (Central, Order of Lenin, Institute for Advanced Training of Doctors, Moscow) and in 1989 - his doctoral (S.M. Kirov Military Medical Academy, Leningrad) dissertation in the specialty "Hygiene."
In 1997 he became a Corresponding Member of the Russian Academy of Medical Sciences (RAMS), on the specialty in Sanitary Toxicology, Academician of the RAMS (2004), Academician of the Russian Academy of Sciences (2014) on the specialty in Hygiene.
From 1993 to the present, Valery Nikolayevich has been working at the F.F. Erisman Federal Research Center for Hygiene of the Federal Service for Supervision of Consumer Rights Protection and Human Welfare as Head of the Laboratory of Toxicology and Complex Hygienic Regulation of Pesticides (1993–2000); Director of the Institute of Hygiene, Toxicology of Pesticides and Chemical Safety, Deputy Director of the Federal Research Center for Scientific Work (2000–2013); from 2013 to 2020 — Acting Director of the F.F. Erisman Federal Research Center for Hygiene of the Federal Service for Supervision of Consumer Rights Protection and Human Welfare, currently — Scientific Director of the Institute of Hygiene, Toxicology of Pesticides and Chemical Safety of the F.F. Erisman Federal Research Center for Hygiene of the Federal Service for Supervision of Consumer Rights Protection and Human Welfare.
Academician of the Russian Academy of Sciences, Honored Scientist of the Russian Federation, Doctor of Medical Sciences, Professor Valery Nikolaevich Rakitskii is recognized in our country and abroad as a major specialist in the field of hygiene and toxicology. The main part of his scientific works is devoted to issues of general and private hygiene and toxicology, including the development of the fundamental foundations of domestic hygiene, toxicology and chemical safety; development of criteria for assessing and predicting the hazard (risk) of harmful chemicals, studying the features of toxicodynamics and toxicokinetics, pathogenetic mechanisms of action of industrial and environmental factors, including genotoxic, carcinogenic, reproductive, teratogenic, embryotoxic effects on the body, study of the nature and mechanisms of combined, combined and complex action of chemicals, including the relationship "structure - toxicity", "dose - time - effect ", as well as the regularities of migration and circulation of xenobiotics of various chemical structures in the environment. V.N. Rakitskii has developed over 700 hygienic standards for the content of chemical contaminants in food and industrial and environmental facilities. This made it possible to provide targeted control over the safety of the habitat. Under the supervision of V.N. Rakitskii, innovative research has been carried out to study and develop a safety system for new industries and materials based on nanotechnology for workers and the population, a powerful analytical base has been created for the determination of chemicals in environmental objects and biological media of the body. According to the results of scientific works of V.N. Rakitskii presented reports at more than 60 scientific forums in the Russian Federation and abroad, including at the Congresses of Hygienists and Sanitary Physicians, 4 reports - at the Congresses of Toxicologists, All-Russian Congresses "Profession and Health", at the symposium "Actual problems of chemical safety", International conferences "Eurasian Economic Community", World Congresses on Toxicology (IUTOX) (Italy, USA, Canada, Australia, Mexico, Spain, South Korea), 16 international forums "CEUREG" (Hungary, Austria,), 46-, 47-, 48-, 49th sessions of the Committee of the Codex Alimentarius Commission (China), 50–53rd congresses of the European Association of Toxicologists (EUROTOX) (Great Britain, Scotland, Spain, Slovakia, Belgium, Finland). As part of government delegations, he took an active part in negotiations on Russia's accession to the World Chamber of Commerce (Brussels, Budapest), to the Organization for Economic Cooperation and Development (Paris, Washington).
V.N. Rakitskii was directly involved in the development of Federal Laws No. 109-FZ "On the safe handling of pesticides and agrochemicals" and No. 52-FZ "On the sanitary and epidemiological welfare of the population", amendments and additions. Currently, he supervises the work of the F.F. Erisman Federal Research Center for Hygiene of the Federal Service for Supervision of Consumer Rights Protection and Human Welfare for the implementation of the National Program for the introduction of the Principles of Good Laboratory Practice (GLP), approved by the Government of the Russian Federation (No. 2603-r dated December 28, 2012), is an industry inspector in the field of GLP in the Federal Accreditation System. 12 doctoral and 31 candidate dissertations were prepared and defended under his supervision. V.N. Rakitsky carries out a great organizational, scientific and social work. For a number of years he was Deputy Academician-Secretary and a member of the Bureau of the Department of Preventive Medicine of the Russian Academy of Medical Sciences. Currently elected as Deputy Head of the RAS Section for Preventive Medicine, since 2013 - Chairman of the Board of the All-Russian Public Organization of Toxicologists, member of the Board of the Society of Hygienists and Sanitary Physicians, Chairman of the Problem Commission on Preventive Toxicology, Deputy Chairman of the Commission on State Sanitary and Epidemiological Standardization under the Federal Service for Surveillance on Consumer Rights Protection and Human Welfare, Chairman of the Dissertation Council
F.F. Erisman Federal Research Center for Hygiene of the Federal Service for Supervision of Consumer Rights Protection and Human Welfare, member of the Sanitary Measures working group under the Eurasian Economic Commission, Deputy Chairman of the Commission on Hygiene and Toxicology of Pesticides and Agrochemicals of the Federal Service for Supervision of Protection consumer rights and human wellbeing, member of the Interdepartmental Scientific Council of the Russian Academy of Sciences and the All-Russian Service for Disaster Medicine, a member of the Interdepartmental Commission on the Safe Handling of Pesticides and Agrochemicals under the Ministry of Agriculture of the Russian Federation, Editor-in-Chief "Hygiene and Sanitation", Deputy Editor-in-Chief of the journal "Healthcare of the Russian Federation", a member of the editorial boards of the ‘Toxicological Bulletin’, ‘Health Risk Analysis’and ‘Plant Protection and Quarantine’. Member of the organizing committees of the European and World associations of toxicologists, member of the Eurotox nominations committee. In 2015, he was awarded the title of European Registered Toxicologist (ERT — European Registered Toxicologist).
For the successes achieved, V.N. Rakitskii was awarded the honorary title "Honored Scientist of the Russian Federation" in 2002, "Honorary Worker of the Russian Agroindustrial Complex" in 2018, awarded the Order of Friendship in 2010, the badge "Excellence in Healthcare" in 1984, the silver medal of the Russian Academy of Natural Sciences "For development of medicine and health care ", the medal "For Merit of the 1st degree of the Trade Union of Health Workers", commemorative medals of 2018, "90 and 95 years of the State Sanitary and Epidemiological Service of Russia", Certificates of honor and gratitude of the Ministry of Health of the USSR, Russian Federation, was elected an honorary professor of the N.N. Burdenko Voronezh Medical Academy, N.F. Izmerov Research Institute of Occupational Health, Research Institute of Railway Hygiene.
